Water, Natural Gas, Telecoms, and other Network Services
In addition to the electric sector, I have broad experience in working on projects in other infrastructure areas, notably natural gas production, transportation, and distribution matters, corporatization and privatization of telecom operators, development of international fiber optic cables, restructuring and commercialization of water and water/wastewater operations, and other network or public service sectors. These industries, while technologically very different, all share certain traits, such as use of public resources, need for sector-wide policy and regulatory approaches, and financing challenges related to high up-front costs, long-term paybacks, and frequent technology risks.
Thus all infrastructure sectors can be approached as public-private partnerships, or through common principles of seeking appropriate service levels at reasonable costs to ensure sustainability, environmental stewardship, and long-term economic and social growth. Thus it is common that governments will consider multi-sectoral regulatory agencies, an approach that acknowledges that infrastructure sectors present some common issues, while also having cross-cutting impacts on a nation and its economy. I have significant experience in Europe, Africa, and Asia in assisting Governments in structuring policies, legislation, and implementation plans for both single-sector and multi-sectoral regulatory agencies.
