
Generation Transmission Distribution
I have spent almost 30 years working on infrastructure projects, starting with facility development and rate case work in Virginia, and then expanding to project development, sector restructuring, and market development work in South Asia, Europe, and Africa. While at the World Bank, I assisted World Bank Staff and the Governments and state-owned utilities of member countries in developing and implementing policies to convert inefficient and poorly functioning electricity departments into sustainable -- both financially and environmentally -- and successful public service enterprises.
Each country's (or region's) electricity sector is a complicated enterprise with unique characteristics. The concept and potential capabilities of an electric sector has been undergoing dramatic changes over the last two decades due to new technological capabilities, changing environmental priorities, and rapidly changing costs of construction, fuels, and financial instruments. My focus has been, and is, on the interface between technology and costs, as driven by new environmental priorities and the increased focus on new market approaches. While guiding clients through the new opportunities now available -- and new demands that are imposed both internally and externally -- I also incorporate clients' fundamental policies of maintaining sustainability at least cost. This balance is important for clients as diverse as Governments (and their regulatory agencies), incumbent utilities (including transmission enterprises and market or system operators), developers of generation assets and their lenders, and development finance institutions seeking to encourage policy reform by supporting sector-wide or specific projects.
